Here is what Safeway responded to me when I complained to them about their coupon policy and cashiers treating local couponers rudely.
Dear Ms. Truman:
Thank you for your recent correspondence regarding our Coupon Policy.
We sincerely apologize for the inconvenience you and your readers have encountered with redeeming your coupons. Safeway continually strives for the highest quality customer service. Your comments are important to us and will be forwarded to the Store Manager for review. Please be assured that your concerns will be addressed.
You also mentioned you would like clarification on our purchase reward thresholds. According to the Coupon Policy, “Purchase reward thresholds (if any) will be calculated based upon customer’s final price (after deducting Club Card savings and all other discounts and savings) before deductions for any manufacturer coupons.” Therefore, the threshold is calculated before any manufacturer coupons, but after any in-store coupons or Club Card discounts.
Finally, you also inquired about the Catalina Coupons and their redemption policy. If the Catalina Coupon is a Safeway coupon, you may stack the coupon with other manufacturer coupons. However, if the Catalina Coupon comes from any manufacturer other than Safeway, the coupon policy states that “Safeway does not allow a customer to redeem two or more manufacturer coupons against the same item in a single transaction.”

So it looks like rolling catalina coupons with our manufacturer’s coupons are no longer going to be accepted. For example with last weeks Betty Crocker fruit snacks sale – if we wanted to buy this:
6 boxes fruit snacks @ .99 each
-use (3) .50/2 manufactures coupons
Pay $4.44, get back $3 catalina
Then try to do the same deal again we would not be able to use all those coupons. We would have to do this:
6 Boxes fruit snacks @ .99
-use (2) .50/2 manuf. coupons
-use $3 off catalina
= Pay $1.94, get back $3 catalina
At least that is how I am understanding it. Hopefully I will be able to get in contact with our local Safeway store managers to let them know how to better treat couponers as well..(I know some people in other areas may or may not have had a hard time lately using coupons without getting treated like criminals or rudely, but in our local area it has not been too pleasant for most of us. )
I do urge many of you who have been treated rudely to also email customer service or call them. Perhaps if we get enough people letting corporate know what is going on they will decide to do something about these issues.
